This water company Has been breaking the law since 1978 they charge people in the Toltec area like there's a homeowners association even though there is not one they charge you for a water repair line fees even though they don't ever fix the line they tried telling you that a guy by the name of Rudy Garcia owns the water rights out there and that the water company sells the water to him not so much but yet we pay the water company somebody needs to do an investigation because this whole company is utterly Braking the law. the whole town of Walsenburg commits fraud on a daily basis they want to tell you that the overage that occurs is for everybody in the Toltec area it is divided by 12 accounts well they did not have my permission / To Divide It by 12 accounts my water bill literally Is 25 bucks for the amount of water I use Then i have to pay An overage charge if anybody that is within the 12 accounts uses more than their allotted amount of water I have to pay a percentage of that which is against the law because there is no homeowners association and they're well aware of it they try to charge you two Augmentation Fees I just don't understand why and how they are allowed to do this and nobody will stop them I'm sick and tired of a f** 12 dollar to $25 water bill turning into a hundred and fifty to $200 because they want to charge me illegally I have evidence and recordings Not to mention I will be here for two years and I'm seeing people move in and move out and then the amount of accounts as never changes always stayed at 12 I'm paying for a water repair line right now and I can drive You To an area in the Toltec area That has a water line busted people have shown up at my house like Rudy Garcia pretending to be part of the water company even though he's not employed by the state or the city telling me that they're going to shut my water off and It will be back on when he decides to turn it back on I have video tape of him showing up To my house Impersonating an official water company Employee The city and the water company are well aware of what's going on they allow people to use their water tap with than 12 accounts to water Cattle and livestock so I have to pay a percentage of some other person watering their cattle which again is against the law I have video tape evidence audio evidence from the water company and Admitting their wrongdoing I want it to stop. They tell me on the phone that they don't own the water rights or lines from the Master Meter to the 12 accounts but it's our job to repair and replace the lines but for two years now they will not tell me where the Master Meter is but if you don't pay your $200 water bill they can come and shut your water off less then a month pas due even if you have a medical condition how is that legal if they don't own the lines to your house how do they have the right to come onto your property and turn those Lines off if they don't own them.They just keep building the lawsuit
