We visited this passport office last month to get a passport for our baby girl. Since it was the closest location that accepted walk-ins, we weren’t sure what to expect. From the moment we arrived, we were met with kindness and professionalism.

Georgia Baggett greeted us and was incredibly helpful and thoughtful. After signing in, she overheard my wife and I talking about my need to return to work soon. Without hesitation, she went above and beyond to assist us—something we truly didn’t expect but deeply appreciated. The fact that she took the time to listen and care really meant a lot.

She then connected us with Ashlyn Sheppard, who was just as kind and patient—especially with our baby girl, who was a bit fussy during the photo process. Despite the busy office, both Georgia and Ashlyn made us feel seen and supported.

While speaking with them, we learned that the office is small but the demand for their services is very high. Based on our experience, it’s clear that the staff would serve everyone quickly and efficiently if they had the resources. They’re doing the best they can, and it shows.

If you plan to visit, I recommend coming prepared to wait—pack snacks, be patient, and try to empathize with the staff. We came ready to be there for a while and even brought food to eat in the car while waiting. That mindset made all the difference.

All in all, we were extremely grateful for the help we received. While every visit might be different, our experience was a reminder that compassion and effort can make a stressful process feel much more manageable.

By the way, we just received our baby girl’s passport, which reminded me to finally leave this review. So thankful for the help we received—God bless!

I went two times to this place to try and get my kids passports. They close at 3pm I arrived around 1:30pm and they said they were at full capacity when there were only about 2 people in there. Seems like they don't want to work because they are always at "full capacity". People work, kids go to school, and they close too early. They should have more staff to be able to help more people at the same time.

It truly feels like these people dont want to help with anything and that everything is an inconvenience to them. They have been snappy, rude, and lazy every time I have come in.

Really friendly staff. Took me about an hour fully to do a passport application with 4 people in front of me. I went on a Monday around 10 am. Started getting pretty busy about 30 minutes after me. Super easy process if you have all you need already. It was 190 expedited and a 35 dollar processing fee!

Service for passports is terrible. On Monday, I arrived at recorder office at 2pm and was told that they were at capacity with passports for the day. I can back the next day at 7am. I was third in line and waited for 45 minutes and have to leave because I needed to be at work. I also had all the materials ready to be process, so you would think it would be a fast process. They are understaffed and they cannot tell you the wait times. I’m assuming it’s around 20 minutes per applicant. They also don’t do appointments, so if you have all your materials ready it won’t do any good for the wait times. If you do use this facility for passport processing I suggest you clear your schedule because you don’t know how long you are going to wait.
I was able to get my passport done later that day at 2pm about 40 miles away from Yuba City. They were able see me right away because I have all the documents I need for the passport application. The whole process with them took only 5 minutes. So there is something wrong with the setup at the Sutter County site.
My suggestion to make the process better for this facility is to do them by appointments or appointment/walk-in combination. Since you have only one person who does the passport processing it might make it easier to handle the processing if it is by appointment. Also establishing a pre-screening service might make the process faster for people who have all their materials ready for processing. From what I experienced and what other experienced, it seems that the office cannot accommodate walk-ins efficiently.

Be prepared to wait. Get there early to secure your place in line and they will give you a number. Have all your paperwork and documents filled out prior to going or you will need to come back another day. We arrived at 7am to renew our passports, our number was called at 11am, and we were done by 11:20. Bring a check for passport fees and then there is also a processing fee that can be paid with cash or card. The lady was very knowledgeable and helpful once our turn came. They only process a limited amount of passports per day so although they are open until 3pm they need that time to go through everyone who came earlier. Do not come in the afternoon expecting to get your passport, you must come prepared early in the morning.

We tried countless times at Royal Oaks post office to apply for passports for minors however we had a very disheartening experience. I’m very glad to say we successfully got our passports made the first time here. I will say you do have to get there at the crack of dawn however it’s definitely worth the wait!

Showed up at 7am, there was a long line already. One gentleman said he was there at 5:50 am and had a few people ahead of him already. They only serve 20 people per day. I was number 17. When asked how long it would take, I was told the wait was 15-20 min per passport request, ie it was going to be close to 3pm before I would be processed. I can't blame staff, as they are just employees. Take away: you need a whole day to get this done or arrive at 5:00am.
