Avoid Harbor Compliance – Hidden Fees and No Refunds

I paid $399 for their C-corp dissolution service, assuming that this amount covered all necessary government fees. However, after making the payment, I was informed that an additional $224 was required. This crucial detail was not disclosed upfront, and I only found out after I had already committed to the service.

When I requested a refund due to this misleading pricing, they refused, citing their "no refund" policy. However, their own Refund Policy states that residents of the EU and UK have the right to cancel an order within 14 days—a right they completely ignored when I raised the issue.

Harbor Compliance operates with hidden fees and deceptive pricing practices, and they do not take responsibility for failing to provide complete cost transparency. If you’re looking for a reliable and upfront compliance service, I strongly recommend choosing another company.

They claim you get “instant” access to your registered agent information. I went with Harbor Compliance because I was in a time crunch. You do not get said instant access. Does not appear in the online account and states I haven’t even purchased the service despite a email, receipt, and charge on my card. Had to email and then call and now have to wait for a “specialist” to return my call to figure out what’s going on. Should have gone with another provider. Now stuck in a bind with no refund options. Don’t put on your website the word “instant” when it’s really not, it’s deceptive.

I needed to start an LLC shortly after the new year. The PA gov't website listed this establishment as someone who could help me do that. I live just around the corner, so I decided to stop by.

The bewildered person who answered the door when I knocked had either just woken up, was recently very upset and was crying, or was high on some type of drug. After collecting themselves for a moment, they groggily told me that "we don't really do things that way", and I'd either need to call their phone number or use the website to setup my LLC.

My interaction with the employee shook my confidence despite all the good reviews written here, so I will have to look elsewhere for the help I need

I’m a Computational Chemist that has to spend time on research, and research only. We started a new nonprofit research institute to work on problems that the National Cancer Institute ignored. This new entity requires 501(c)3 compliance for funding eligibility. Nonprofits are very complicated to start (to put it mildly). There are many things that can go wrong. Thankfully, the professionalism at Harbor Compliance is “top notch.” They created all the necessary documents to meet state and federal requirements. This was accomplished very quickly. Dr. Kitty Bickford was assigned to be our primary consultant and case handler. She was a gift to us. She is an accomplished author (two books) on the subject and not only created a flawless set of documents that secured our 501(c)3, but considering the very large backlog at the IRS, we were approved in record time! Dr. Bickford is the best at this, and you can also tell that she loves her work. Dr. Bickford was so easy to work with and provided us with a lot of critical advice both in writing and in phone conferences. Dr. Bickford also provided many extra documents beyond what was needed to secure our nonprofit status. These documents will help us get off to a good start to manage administrative issues so that we can focus on science. I can only give Harbor Compliance an outstanding review for keeping us on track, and for enabling us to become a legal entity as a research institute.
